Regular meeting of the Sherburne Town Board was held on Wednesday, October 17, 2012 in the office of the Supervisor, One Canal Street, Sherburne, NY. Present: Supervisor Mastro, Councilpersons Meyer, Wern, Krum, Town Clerk McDaniel, Hwy Supt Bob Brunschmid, Code Enforcement Officer Andrews. Absent: Councilman Bagnall. Guests: Jim Reynolds, Aflac Insurance, Paul Martin, Assistant Town Historian.
MEETING CALLED TO ORDER BY SUPERVISOR MASTRO
PUBLIC HEARING 2013 TOWN OF SHERBURNE BUDGET
Proof of Notice having been furnished, the Public Hearing for the 2013 Town of Sherburne Budget was called to order at 7:00 pm by Supervisor Mastro. No persons from the public were in attendance. Motion by Meyer and seconded by Krum to close the public hearing for the 2013 budget. Supervisor Mastro – Aye; Councilpersons, Meyer, Aye – Wern – Aye; Krum – Aye; Carried.

EARLVILLE AND SHERBURNE FIRE CONTRACTS FOR 2013
Motion by Meyer and seconded by Bagnall to approve and authorize Supervisor Mastro to sign the Earlville Fire Contract. Councilpersons Meyer – Aye; Wern – Aye; Krum – Aye; Bagnall – Aye. Carried. Motion by Bagnall and seconded by Meyer to approve and to authorize Supervisor Mastro to sign Sherburne Fire and Ambulance Contract. Councilpersons Meyer, – Aye; Wern – Aye; Krum – Aye; Bagnall – Aye. Carried.
ADOPTION OF 2013 TOWN OF SHERBURNE BUDGET
Motion by Bagnall and seconded by Meyer to adopt the Town of Sherburne’s 2013 budget and salary schedule as presented. Supervisor Mastro – Aye; Councilpersons, Meyer – Aye; Wern – Aye; Krum – Aye; Bagnall – Aye. Carried.
Jim Reynolds of Aflac Insurance was present to discuss different plans of the Aflac insurance. Jim has already spoken to Highway Department. Motion by Bagnall seconded by Meyer to proceed in offering the Aflac Insurance to town personnel. Supervisor Mastro – Aye; Councilpersons, Meyer – Aye; Wern – Aye; Krum – Aye; Bagnall – Aye; Carried. Jim Reynolds to follow up with the town personnel. Suggestion made that a waiver be signed by personnel if they did not want the insurance showing that it was offered by the town.
APPROVAL OF SEPTEMBER 12, 2012 MINUTES
Motion by Meyer and seconded by Bagnall to approve the September 12, 2012 Town Board Minutes with a change on the date for next board meeting from Wednesday, October 19th to Wednesday, October 17th. Supervisor Mastro – Aye; Councilpersons Meyer – Aye; Wern – Aye; Krum – Aye; Bagnall – Aye. Carried.
SUPERVISOR’S REPORT, TOWN CLERK’S REPORT AND CODE OFFICER’S REPORT
Supervisor’s Report, Town Clerk’s Report and Code Enforcement Officer’s Report all received and reviewed. Code Enforcement Officer Andrews reported on Maltzan Road mobile home that had a fire. The property needs to be cleaned up. Lex Danyluk property on Granville Hill Road has a new septic system.
TIME WARNER – COMPUTEL
Supervisor Mastro called Alice Kim of Time Warner. As of this date she has not returned his call. Mike Caton of Computel is preparing an email.
Supervisor Mastro met with Gates Cole Insurance. Mang Insurance is aware of Town looking into other insurance. David Craine of Mang to give a quote to the Town Board at December 2012 meeting.
RADIOS FOR HIGHWAY DEPARTMENT
Supervisor Mastro reported that Matt Beckwith has three quotes for the radios. Possible meeting(s) to be set up with Matt Beckwith, Highway Superintendent Bob Brunschmid and Supervisor Mastro.
ROAD USE AGREEMENT/LAW
Attorney Steve Jones sent a proposed agreement to Supervisor Mastro. Discussion held on road use agreement or/law. A road law would be more restrictive. Further study to be made. Supervisor Mastro will be showing the proposed agreements to the Town Planning Board for their review.
NATURAL GAS UPDATE
Natural gas issue was discussed at the October meeting of the planning board. Supervisor Mastro is working on the possibility of organizing a citizens group.
JOHN DEERE LOADER
Hwy Superintendent Bob Brunschmid reported on a quotation from Five Star Equipment, Inc. through state bid for a 2012 John Deere wheel loader. The loader would be contracted for a two year period and charged by machine hours. The cost would be approximately $6,000.00 annually or $12,000.00 bi-annually. There is a two (2) year full machine warranty up to 1000 hours. Every two years the highway department would be able to contract on a new loader. Motion by Wern and seconded by Meyer to allow Hwy Superintendent to go forward with the state bid wheel loader program through Five Star Equipment, Inc. Discussion held on the Sherburne Inn. Supervisor Mastro reported that Jim Webb to sell to Sherburne Inn to the citizens group for $160,000. This sale does not include the former “Big M” building and parking lot.
PAUL MARTIN – HISTORIC MARKERS
Paul Martin, Assistant Town Historian discussed historic marker project for the Town and Village of Sherburne. Historic markers to be obtained through a NYS grant shall be gradually placed in various historic places throughout the town and village. Paul has met with village and they are in favor of the idea. Motion by Meyer and seconded by Bagnall to approve Paul Martin to go forward with the historic marker project. Town Board discussed and decided to advertise for Town Historian position in the Sherburne News. Deadline for applications to be November 12, 2012.
Motion by Bagnall and seconded by Meyer to approve the transfers proposed by Budget Officer Carol King. Supervisor Mastro – Aye; Councilpersons Meyer – Aye; Wern – Aye; Krum – Aye; Bagnall – Aye. Carried.
APPROVAL OF PAYMENT OF BILLS FOR OCTOBER 2012
Motion by Meyer and seconded by Wern to approve payment of the October 2012 bills. Supervisor Mastro – Aye; Councilpersons Meyer – Aye; Wern – Aye; Krum – Aye; Bagnall – Aye. Carried. Councilman Bagnall to approve November bills.
REPORTS OF BOARD MEMBERS
Council Meyer attended Earlville Village Board and Sherburne Village Board meetings. Councilman Wern attended the Historical Meeting and there was much discussion about the sale of the Sherburne Inn.
Meeting adjourned – at 8:55 pm. Next regular Town Board meetings scheduled for Wednesday, November 14, 2012 at 7:00 pm in the office of the Supervisor.
